The idea was that what if Spartans didn't exist in this timeline? Imagine if Halsey was jailed by the ONI before she could she could even fathom the thought of initiating the Orion Project. Perhaps her information was leaked and she was subsequently arrested. The ODSTs, UNSC marines, and maybe a few Covenant defectors are humanity's only hopes in the face of insurmountable odds.

It certainly would be a more bleak outcome for humanity. Without Master Chief, the UNSC are going to have a tough time and will probably fail in the end unless they have a trump card to use.
 
Given that they are without the help of the Spartans, ODSTs would be the next best thing. It'd be a more brutal war with humanity fighting tooth and nail out of despiration.
